    National portal for the people affected by the war in Ukraine

    Your right to confidentiality is our top priority and has been at the heart of building this National Portal of Information and Mutual Assistance for People Affected by the War in Ukraine (the “Portal”). This Privacy Policy is applicable to the Portal, available at: www.ukraine.gov.bg and the services offered through it.

    We assume that if you use the Portal, you have read the contents of this Privacy Policy, the latest version of which is always available at: www.ukraine.gov.bg.

    1. The purpose of this privacy policy

    This Privacy Policy is intended to help you understand what information we collect, why we do it, and how you can manage your information.

    The portal, as an intermediary platform, is not responsible for the accuracy of the personal data provided, does not carry out checks in this regard and does not guarantee the actual identity of the individuals who provided the data.

    In all cases of suspected fraud and / or abuse, please notify us immediately. You undertake not to violate the rights of others in connection with the protection of their personal data or other rights when providing any information on the Portal.

    In case you do not agree with the described Privacy Policy and do not want your personal data to be processed through the Portal, please do not provide us with your personal data.

    2. What is the National Portal for people affected by the war in Ukraine

    National Portal for People Affected by the War in Ukraine is an Internet platform created under the auspices of the Council of Ministers of the Republic of Bulgaria through a group of volunteers.

    The portal aims to help you, the Ukrainian citizens entering Bulgaria, by providing you with: up-to-date and useful information about your rights on the territory of the Republic of Bulgaria and the opportunities to benefit from humanitarian aid; direct communication channel, information and contact with Bulgarian institutions, non-governmental sector, volunteers and volunteer initiatives, as well as to acquaint you with useful information about places for temporary and / or long-term accommodation, contacts with business to find a job, providing direct contact for receiving free legal aid, information on utilities, etc.

    At the same time, the Portal also serves as an internet platform on which anyone wishing to help those coming to Bulgaria has the opportunity to publish their announcement, initiative or information in this regard.

    3. Information on data controllers

    The administrator of your personal data is determined depending on the processes in connection with which they are collected and used.

    Responsible for the processing of your personal information and personal data, which is carried out only through the Portal and described in detail in the relevant sections of this Privacy Policy, is the Council of Ministers of the Republic of Bulgaria.     At the same time, each of the Bulgarian institutions listed on the Portal (“Bulgarian Institutions”) processes your personal data in their capacity as independent controllers of personal data within their statutory powers and in accordance with the statutory amount of information for the purposes of the administrative service. or production unfolding before them. In these cases, the Portal serves only to provide a link and to serve as a contact point for the exchange and transfer of information directly to the relevant competent institution.

    Accommodation and employment:

    The portal allows individuals and legal entities to publish information and announcements about their accommodation and job offers. In these cases, the persons indicated in the respective announcement will be responsible for the shared personal information.

    In case you are looking for long-term accommodation and benefit from free assistance by filling in the form provided for this purpose, available in the section “Long-term accommodation”, and in case you want to rent a property, the administrator of your personal data will be the Association “Tourist Property and Innovation Association”, UIC 205604469 and its members.     Transport:

    In case you want to help by providing transport to the people affected by the war in Ukraine and fill in the form available in the section “Offer transport”, the information provided will be obtained from the Ministry of Foreign Affairs and the established crisis center.

    Volunteer initiatives and pro bono services:

    The portal allows individuals and legal entities to publish information about their free services and assistance in support of people affected by the war in Ukraine. In cases where you decide to contact them for assistance, the persons named in the relevant advertisement will be responsible for your personal information.

    The Council of Ministers, in turn, processes the information provided by the relevant voluntary organizations and individuals and legal entities for the purposes of posting the relevant information on the Portal.

    4. Purposes for which personal data are processed through the Portal

    The portal provides an environment for information and mutual assistance, providing information, useful contacts, and in some cases direct contact with institutions, individuals and organizations to which Ukrainian citizens in need can turn for help and assistance.

    The specific purposes for which the personal data provided may be processed are directly indicated in the specific section, form or form available on the Portal. Some of them, when indicated, are necessary for the purposes of providing the relevant service, assistance and / or contract, while others are related to the implementation of the legal obligations of the Bulgarian institutions.

    5. Personal data

    The type and volume of personal data processed are determined by the processes in connection with which they are collected and used. Please note that the Portal is by its nature a platform that is informative and provides an environment for information and mutual assistance by connecting those seeking and offering short-term and / or long-term accommodation, work and assistance, and cannot be held responsible for the way third parties process the personal data provided through the Portal.

    Groups of persons whose personal data are processed by the Portal:

    • Ukrainian citizens:
      – seeking temporary protection, asylum or international protection in Bulgaria and / or refugee status;
      – seeking contact with Bulgarian institutions, employers and voluntary organizations and initiatives;
      – looking for places for temporary or long-term accommodation;
      – requested information and / or submitted a request, complaint, inquiry or application to the Portal by calling, filling in the relevant form and / or by e-mail.
    • Individuals and legal entities that offer:
      – temporary or long-term accommodation, using the appropriate form for publishing an advertisement and register on the Portal;
      – temporary or long-term employment, using the appropriate form for publishing an advertisement and register on the Portal.
    • Visitors to the Portal.

    Types of data that are processed through the Portal:

    • Hotline of the Ministry of Foreign Affairs

    Applicants for assistance from the Ministry of Foreign Affairs and the Crisis Center Hotline should provide the necessary names, location, information about their family members, as well as any additional information that you choose to share voluntarily.

    The Ministry of Foreign Affairs and the Portal receive this personal data of yours through the evacuation form available on the Portal, voluntarily completed by you, and share it with third parties to the extent necessary to provide you with timely assistance. It is your personal right to assess the extent to which you agree to provide your personal data.

    Failure to provide relevant information would prevent the Ministry of Foreign Affairs from contacting you and providing you with the necessary assistance and / or fulfilling a legal obligation or official authority in this regard.

    • Accommodation and employment

    The portal allows you to view and take advantage of published ads for temporary or permanent accommodation, as well as to apply for job offers available on the Portal.

    The type and volume of the necessary personal data is specified in the relevant form, when such is predetermined and available on the Portal, and in other cases – is determined directly by the publisher of the announcement, over which process the Portal has no control.

    The type and volume of the necessary information about natural and legal persons wishing to publish an advertisement for temporary or long-term accommodation, as well as an advertisement for work on the Portal, is indicated in the relevant form, when such is predetermined for this purpose. All personal data contained in the information provided in this regard shall be processed voluntarily with the consent of the persons providing it.

    In case you are interested in an advertisement, you provide this information voluntarily together with your announcement / application. Failure to provide the requested personal data may make it impossible for your message to be processed or your application to be evaluated. It is your personal right to assess the extent to which you agree to provide your personal data.

    • Volunteer initiatives and pro bono services

    The personal data you need to provide in order to receive the offered help and / or free services is determined directly by the publisher of the advertisement, over which process the Portal has no control.

    The type and volume of the necessary information about natural and legal persons wishing to publish an advertisement for temporary or long-term accommodation, as well as an advertisement for work on the Portal, is indicated in the relevant form, when such is predetermined for the respective purpose. All personal data contained in the information provided in this regard shall be processed voluntarily with the consent of the persons providing it.

    In case you are interested in an ad, you provide this information voluntarily together with your message. Failure to provide the requested personal data may result in the inability to process your message or provide the service to you. It is your personal right to assess the extent to which you agree to provide your personal data.

    • Account registration

    Anyone wishing to publish an advertisement for accommodation, as well as an advertisement for work on the Portal, can create their user profile in advance for the purposes of administering the published advertisements and for facilitating communication in connection with them. In this regard, anyone wishing to register must be 16 years of age and provide an e-mail address.

    At the same time, the Portal automatically creates a user profile of everyone who has successfully published this type of ads for the purposes of their subsequent editing and, if necessary – their removal from www.ukraine.gov.bg.

    The provision of this information is entirely voluntary and is based on your consent. Upon registration, everyone has the right to choose whether to share the information. You can also explicitly indicate how much of your information may be visible and how much may remain hidden. The information you publish, upload or store within the Portal is processed in accordance with Regulation (EU) 2016/679 and you have full control over its changes through your user profile.

    • Administrative services or production:

    For the purposes of the offered administrative services and proceedings, the Bulgarian institutions require through the respective form of the Portal the provision of personal data on the basis, in accordance with and to the extent required by the applicable regulations.

    • Signals and feedback

    We also process your personal data in order to respond to received messages, inquiries, complaints, requests, signals and suggestions. If the request or request is essentially a request for the provision of an administrative service, the processing of such personal data shall be carried out on the basis of and in accordance with the applicable regulations and to the extent required for the specific administrative service.

    In other cases, we may, depending on the way the message / inquiry is sent, process your names, e-mail address, contact telephone number, as well as the information contained in the content of the message / inquiry, for the purpose of providing clarifications and additional information and answer the questions asked.

    • Portal Administration

    The portal uses cookies in order to provide the service, to store settings, save search criteria, automatic login, statistics. For these purposes, the Portal may collect the following information from its visitors: Internet identifiers (automatically, via cookies): technical and statistical information about visits to a website, which may include the address of the Internet Protocol (IP), duration of the visit, setting of time zones, types and versions of the browser, traffic and other data that do not contain data , which could be linked to an individual visitor to the website (for more information, see Cookie Policy).

    6. Term for storage of the provided personal data:

    Personal data provided through the Portal are stored only as long as they are necessary for the purposes for which these personal data are collected and in accordance with applicable law. The data collected in accordance with the obligation provided for in the law shall be deleted after the obligation for collection and storage has been fulfilled or dropped.

    Personal data provided for the creation of a user profile for the purposes of administration of published ads and stored in the Portal are stored for the period of activity of the account and for a period of one year after the termination of the user profile. The files stored in the user profiles in the Portal are stored for the period until their deletion by the user or up to one year after the termination of the account activity.

    7. How we share information

    For the purposes described above, we may use third parties to support certain activities. Personal data shall be disclosed to such persons only with sufficient guarantees to ensure an adequate level of protection and the existence of a legal basis and / or good reason for doing so.

    Also, when this is legally and / or reasonably necessary for the execution of the relevant request, service, assistance, procedure, as well as for the protection of legitimate interests and in compliance with applicable law, we provide data to certain recipients, such as:

    • Bulgarian institutions;
    • the persons who published the advertisements;
    • lawyers, professional consultants and advisers;
    • service providers for the purposes of maintaining the Portal;
    • other recipients, on the grounds provided for in national law;

    We do not transfer personal data collected and processed outside the EU / EEA.

    8. Your rights

    The rights you have in relation to the protection of your personal information are provided for in Regulation (EU) 2016/679:

    • right of access to personal data, incl. access to information for what purposes they are processed and to whom they are disclosed (Article 15 of the Regulation);
    • right to correct inaccurate personal data and / or to supplement incomplete personal data (Article 16 of the Regulation);
    • right of deletion – in the presence of certain grounds (specified in Article 17 of the Regulation) the personal data stored may be requested to be deleted;
    • right to limit the processing of personal data – in the presence of certain circumstances (referred to in Article 18, § 1, item “a” – “d” of the Regulation);
    • right of portability – art. 20, § 1 and 2 of the Regulation provides for the possibility of processing personal data to be requested and received in a commonly used format suitable for machine reading (eg computer) or to be transferred to another controller (institution, organization, company), but only when they are processed on the basis of a contract, consent and processing is performed automatically .;
    • right to object to the processing of personal data in the cases provided for in Art. 21, § 1 of the Regulation;
    • the right of everyone not to be the subject of a decision based solely on automated processing, including profiling, which has significant legal consequences (Article 22, § 1 of the Regulation);
    • the right to withdraw consent to the processing of personal data – in case your personal data is processed on the basis of consent, it may be withdrawn at any time without prejudice to the lawfulness of the processing carried out before the withdrawal (Art. 7, § 3 of the Regulation);
    • the right to appeal to the Commission for Personal Data Protection and the right to effective judicial protection (Articles 77, 78 and 79 of the Regulation).

    You have the right to exercise your rights below in accordance with the Regulation and Chapter Seven of the Personal Data Protection Act. Before you have this opportunity, we may ask for additional information needed to verify your identity.
